Wall, NJ – August 31, 2006 -- Coates International, Ltd.has received letters and certificates of complicance from numerous agencies, organizations, and independent engineering firms over the past months. Among the findings, Compliance and Research Services, Inc, found that Coates' 14.0 liter inline 6 cylinder generator complies with CFR guidelines. View the letter in its entirety here.

Eariler this summer, Coates Engine recieved an independent techinical review from the Louis DeFilippi Industrial Consulting. The report, a summary of a visit to the Coates facility and analysis of CSRV emissions data, concluded that along with a greatly improved emissions profile, the CSRV delivered a number of other important advantages, such as decreased need for maintenance and oil changes. A third significant report regarding the performance of Coate's CSRV has been issued by Lawrence Jay Schmerzler, P.E. (biography & achievements), Professor Emeritus at NJIT. Mr. Schmerzler has been watching the development of the CSRV with keen interest for over 10 years. In addition to substantiating the findings of the other experts, Mr. Schmerzler has added a concise synopsis of the advantages of the Coates Spherical Rotary Valve vs. the standard Poppet Valve. Dear Coates International, Ltd. Stockholder:

Many of you have been with the Company for a long, long time and there are a number of stockholders who are not able to access information online to view the SEC EDGAR filings (www.sec.gov). As many have requested information, we are delighted to supply an updated status report at this time. We never-the-less implore all who seek information about our company to obtain and review the public 10ksb and 10q filings. We simply cannot dispense information to individuals under any circumstances and encourage those seeking information to review our public filings and disclosures.

Over the past four or five years, in the research and development of individual engines, we encountered many hurdles, which had to be overcome, just to mention a few:

  1. Heat problems on the exhaust side of the engine were noted, and a novel design was created to pump 35 gallons of water per minute through the exhaust shaft, which was extremely successful. This innovation is now protected by Patent #US6,308,676B1 Cooling System for Rotary Valve Engine, issue date October 30, 2001.
  2. A bearing assembly was designed to eliminate oil pressure bearings, which was successful and now protected by Patent #US6,779,925B2, Bearing Assembly, issue date August 24, 2004.
  3. In large industrial engines we found that we needed to regulate the pressure on the floating seals. Another innovation was successfully created and is now protected by Pressure Regulator Patent #US6,880,S11B1, issue date April 19, 2005

News Article WSJThe cost to design an engine is extremely high, CIL has literally done the R & D, etc., on a shoestring. As you can see from the attached news clip, (WSJ 10-06-0.5), Ford Motor Co. and PSA Peugeot Citroen SA plans to spend $395.9 million on engine research and development. Coates International has spent a fraction of that amount in developing 42 different prototype engines.

The Company is in the process of manufacturing the first production engine, which we expect to be shipped within thenext ninety days. It should complete our licensing contract with the Canadian company Well to Wire Energy, Inc.

Coates International shares will not be listed for trading on any Stock Exchange until it has revenue and earnings, after which time we believe, but cannot guaranty, the shares will trade at a representative value. We will do our utmost to achieve this marketability.

Our affiliate Coates Motorcycle Company is in registration for its IPO (see SEC form SB-2). Information is only available on the registration statement filed with the SEC, which may be obtained via EDGAR at this time.

Please do not expect answers to individual letters inquiring about how the company is progressing, as we simply cannot divulge information to individual stockholders. Also, when the Company is in R &D and priority technology is in progress, no information can be divulged in regard to individual innovations of the CSRV until they are in the patent process. If information is divulged to the public beforehand, we loose all our rights to the patenting of the said innovation. The Company can only divulge technical information when it is fully protected by a patent.

We are negotiating with many interested corporations and are hoping to consummate some of these deals in the very near future. Listing our shares for trading, we hope will occur shortly thereafter. However, as always, we must state the following:

"There are absolutely no guarantees that we will achieve any of our goals and become a listed trading company".

We would like to take this opportunity to thank each and every one of our investors who have been with us for such a long time and for having faith in Mr. Coates and this organization. Merry Christmas, Happy Hanukah, Happy Holidays!

Kindest regards, Sincerely,

Sharon Dunn
